[2008-]Central America and Norwegian Interests

A survey of Norway’s strategic interests in Central America, in regard to foreign and development policy as well as economically. The survey will focus on aspects of the current situation that could be relevant for Norwegian interests.

The aim is primarily to survey Norway’s strategic interests in Central America, in regard to foreign and development policy as well as economically. The survey will focus on aspects of the current situation that could be relevant for Norwegian interests, i.a.:

 

 

  •  

    The humanitarian situation (poverty, migration, employment, education, health).

     

  •  

    The political situation, status of regional political integration, the countries’ foreign policy and the region’s role in Latin America, as well as the security situation (included organised crime/narcotics). Issues such as human rights, democracy, good governance, environment//climate policy and the situation of indigenous people must be included in the analysis.

     

  •  

    The economic situation in the region, free trade agreements, economic integration, and economic ties to countries outside Central America (including remittances and foreign investments), as well as economic growth sectors. Sectors where Norwegian interests are involved will be mapped (e.g. shipping, agriculture and energy).

     

  •  

    Development aid to the countries in the region (proportions, arrangements, donors, aid dependence, constellations of co-operation). The largest donors, political allies, and the role of the UN and regional institutions in the development of the region will be included in the analysis.

     

 

The assignment will be carried out as a desk study in combination with a visit to the region. A report in English will be produced and submitted to the Norwegian Ministry of Foreign Affairs within 15 March.
