The strategic institute programme 'Hegemony and World Order’ or the ‘Hegemony Programme’ (2003–2007) has emphasised the theoretical and historical approach to the study of hegemony and global macro-political development trends. This programme is financed mainly by the Norwegian Research Council.
Over the past two years, the programme has had a twofold focus. The one involves analyses of how a hegemonic state influences the internal affairs of other countries – for instance, how policies in Norway are affected and formed, directly and indirectly, by the USA. The other main focus involves comparison of today’s US hegemony with such former hegemonic powers as the United Kingdom, Spain and Rome. Plans are underway to develop the programme’s global perspective further, with increased focus on great-power rivalry and global governance.

- The Spanish and Portuguese Empires (Benjamin de Carvalho)
- The Emergence of International Order (Benjamin de Carvalho and Halvard Leira)
The Department of International Politics is responsible for this programme, in which seven of the department’s researchers are engaged.
The hegemony programme will host a conference 23 January 2008 on empires' rise, fall and relevance for the present.
