Impact Study of the Dedebit Credit and Savings Institution (DECSI), Tigray, Ehtiopia commissioned by DECSI and the Norwegian People’s Aid.

In 1994, the Relief Society of Tigray (REST) started its Rural Credit Scheme. Since then, the scheme has grown into the Dedebit Credit and Savings Institution (DECSI), a micro-finance institution which now covers most of Tigray and has several hundred thousand loan clients. There have been two previous evaluations of DECSI. The last one, carried out in 2000, documented a very solid organizational set-up. The report concluded in a very positive manner, indicating that DECSI had been developed as a wellfunctioning institution in all important respects, and that it compares very favourably to similar experiences in other countries. However, the evaluation focused on process, institutional and organizational aspects of the program, and efficiency and sustainability. Less attention was given to issues such as effectiveness, long-term impacts and relevance of the program for the Tigrayan society as a whole. The present study has been commissioned by DECSI and the Norwegian People’s Aid (one of the long-term donors to the program) in order to fill this gap.
The main objective, therefore, is to assess the impacts of DECSI in terms of poverty reduction for the individual client households and in terms of development in the communities benefiting from the program. In order to do this, different types of data were collected between September and November 2002. A quantitative survey was conducted in 16 localities. This was supplemented with various forms of qualitative information collected in Mekelle and in the communities. Finally, various forms of written sources have been drawn upon.
