The years following the terrorist attacks on 9/11, 2001, the US launched a series of communication efforts to improve the country’s standing in Arab and Muslim countries. Some of the effort resonated poorly with the US’ policies in the war on terrorism, and were received with suspicion. Based on interviews with public diplomats and discourse analyses of central campaigns, the thesis explores the geopolitical rationale behind the efforts. A core finding is that the understanding of the post-9/11 security situation in the Bush administration was a matter of discursive struggle, which manifested as inconsistent communication during the first five years of the war on terrorism.
